My PSA as always is I don't know much about haitian history/politics...
But eske ou pa panse 2 neg sa yo fin sousse riches peyi a deja...the mere fact they were allowed back intot he country and given what seems to be pardons is already a big show of the country moving on...they should not have any presence nor influence in these new times in Haiti's govenrment.
Kite yo live out the rest of their lives with the riches they have collected (stolen, whichever yo prefer)...nan poeyi that they "love" so much..until they dead and buried.

Monche apre yon tan se yon lot...I have no doubt they have alot of power of influence..men that is precisely why you don't get them involve...mete youn nan neg sa yo sou pouvwa epi yo pa renmen jan admistration ap mache sak pou di se pa yo ki pwal fer konplo pou start a war.
